On 18 January 2022, the Indonesian government officially passed the National Capital Law (IKN), marking the beginning of a major development of the new capital of Indonesia in the Penajam Paser Utara region of East Kalimantan. The reasons for moving the capital are as follows:
- To fulfil Indonesia's ambitious Vision 2045 to become a high-income nation and one of the top five economic powers in the world. The IKN project is expected to support and promote economic transformation through the development of downstream industries and modern infrastructure. In addition, the economy is expected to benefit from regulatory simplification and bureaucratic reforms in the period 2020-2024.
- To promote inclusive and equitable economic growth in other regions outside Java, particularly in eastern Indonesia. The new capital will be located close to the geographical centre of the country and is expected to stimulate economic growth in Kalimantan.
- Jakarta is considered inadequate. It's rapid economic development has led to high population density and several environmental issues. Too crowded to function as a capital city. This is evidenced by: a) Jakarta's population density of 16,704 people/km² compared to 141 people/km² for Indonesia as a whole; b) traffic congestion, ranked 10th in the world; and acute environmental and geological problems, including the annual flooding of Jakarta and land subsidence that has left parts of Jakarta below sea level.
The National Medium-Term Development Plan 2020-2024 (RPJMN) identifies the development of IKN as a major national priority project. The new capital is then targeted to be completed in
2045 with an estimated population of up to 1.91 million inhibitant while the Gross Domestic Product (GDP) per capita is projected to reach EUR 23,404.
